O-16 - Auger energy spectra are declination-independent from -90 to +44.8 degrees apart from the known dipolar modulation

Energy spectra measured in five declination bands spanning -90 to +44.8 degrees are statistically consistent with the full-sky spectrum (departure probabilities 13-71%), with no significant declination dependence beyond the mild modulation expected from the previously measured dipolar anisotropy; the northernmost band (+24.8 to +44.8 deg, inclined events only) also matches, and the spectral parameters there show no deviation from Telescope Array's ~20%-larger-exposure measurements of the same sky.

Region-specific checks: excluding or isolating the Centaurus-region overdensity (24-deg window around RA 201 deg, dec -43 deg) leaves the band spectra consistent within statistical fluctuations; the same holds around NGC 253 and NGC 1068.
