Giddings and Mangano argue Plaga’s scenario is internally inconsistent — that the same physics assumptions used to make the metastable BH avoid detection via evaporation also make its accretion behavior inconsistent with the astrophysical bound, i.e. they contend Plaga’s “third scenario” does not actually open a loophole in their original argument.
