Do micro black holes evaporate rapidly via Hawking radiation, and does rotation change that?
statement
Black holes emit a physically real thermal Hawking flux at temperature kappa/2pi, independent of the details of their formation; the emission drains the hole's mass with lifetime scaling as M^3 (a primordial hole has fully decayed within the age of the universe iff its initial mass was below about 5e14 g), rotation changing the total lifetime by at most a factor ~2.7; hence any microscopic black hole produced at the LHC decays essentially instantly (~1e-27 s) rather than persisting.

Widened from the rotating-hole rate result to the full Hawking-evaporation claim (real thermal flux, M^3 lifetime, prompt decay of LHC-scale holes); gave up the general-theory vs quantitative-rate vs LHC-application distinctions - no curated observation discriminates them, since Hawking radiation has never been observed and the survival-type observations test only the stable/metastable rivals.
