The U.S. Intelligence Community’s 90-day review of COVID-19’s origins, commissioned by President Biden on 26 May 2021, submitted 24 Aug 2021, with a declassified summary/assessment released 27 Aug 2021. Four agencies plus the National Intelligence Council judged natural exposure to an infected animal more likely, with low confidence; one agency (later identified as FBI) judged a laboratory-associated incident more likely, with moderate confidence; three agencies could not reach a conclusion between the two hypotheses absent additional information, most of which China has not provided. All agencies agreed the virus was not developed as a biological weapon and that China’s leadership did not have foreknowledge before the outbreak.
