Why this is evidence
Under H-3 (and residual H-9 mechanisms like warped geometry) the 16-order hierarchy is expected — the observed 4D Planck scale is derived from a ~TeV fundamental scale, so the puzzle dissolves. Under H-8 the hierarchy is an unexplained fine-tuned coincidence. A naturalness-style discrimination: P(hierarchy natural-looking | H-3, H-9) > P(| H-8) only via this explanatory weight; direction only, contestable strength — step 8 prices it.
