Concludes EcoHealth used NIH funds to enable gain-of-function-adjacent coronavirus work at WIV without adequate NIH oversight, that EcoHealth routinely evaded federal reporting requirements (consistent with the FOIA correspondence in the companion node), and recommends debarring EcoHealth and its president Peter Daszak and referring the matter to the Department of Justice; HHS formally debarred both later in 2024.
