Exhaustive by construction: H-7 is the logical complement of H-4 (a TeV hole either decays near-instantly or it does not). Failure mode of the analysis: the semiclassical derivation extrapolated to the near-Planck/TeV regime, where the approximation is weakest, could break down — that failure would favour H-7.
